CenturyLink said the retirements are necessary to “respond to various factors in the outside plant, including road construction, maintenance problems and growth accommodation.”
The letters, filed by the Communications Workers of America (CWA), claimed just 0.39 percent of the $50.7 billion that Verizon has spent on its landline network from 2008 through 2014 has been allocated to its copper infrastructure.
