* 9278 Communications Inc.
has added a Florida branch office. The Miami office is 9278’s 14th U.S. branch
location and the fourth branch established in the past year.

"The opening of this office
reinforces our commitment to the Latin America region and we are excited at this
opportunity to begin application of our marketing and distribution
strategies," says Johnny Rodriguez, vice president of the Miami office.

The office also will provide
oversight, management and support for business developments in Florida and the
surrounding region, and the office will bring local customers its catalog of
about 200 phone card and mobile products.

vision has always included a commitment to the Floridian market," says
Haris A. Syed, 9278’s president. "Opening a head office in Miami shows this
commitment and establishes a stronger presence and support for our international
activities."

Virgin Mobile USA LLC
appointed Howard Handler as its chief marketing
officer. Handler will lead Virgin Mobile’s branding, marketing and sales efforts
for its pay-as-you-go cellular products. Virgin Mobile’s service targets the
youth market and includes long distance, voice mail, caller ID, call waiting,
text messaging and directory assistance. All customers have access to "VirginXtras,"
including music, entertainment, group messaging and other features.

Before joining Virgin Mobile,
Handler served as CEO of Burly Bear Network, a college cable network, was
marketing chief for the National Football League and marketing chief for MTV.
Prior to MTV, Handler worked as head of marketing for Broadway Video
Entertainment, producers of "Saturday Night Live," and "Wayne’s
World: The Movie." He launched his career in brand management at the Quaker
Oats Co. in Chicago. Handler has a bachelor’s degree and a master’s degree in
business administration from the University of Michigan.

* Mike Price has joined the
enhanced services division of Heritage Communications Corp. (HCC), a
facilities-based global wholesale carrier and technology developer, as director
of sales. Price will be responsible for overseeing domestic and international
sales of HCC’s portfolio of calling cards, IP soft phones, international
toll-free services and voice-over-IP services. Prior to joining HCC, he was
national sales manager for NebuTel Inc.

* "The Prepaid Press",
a weekly publication for the prepaid industry, has added Gene Retske to its
management team as editor in chief. Retske has about 25 years of experience in
all aspects of the industry, including nearly 20 years with AT&T Corp. His
experiences as a pioneer in international telecom competition led to the writing
of "The International CallBack Book, An Insider’s View." Retske later
founded the International Insider, a publishing and trade show company, that
produced independent telecom trade shows in Europe, and published "TeleCompete,"
a magazine devoted exclusively to international telecom resale. Retske is a
member of the National Press Club of Washington D.C. and frequently speaks and
moderates industry conferences, as well as writing articles for trade
publications.
