Things just seem to keep looking up for XO Holdings (XOHO). The Virginia-based CLEC this week reported lower quarterly losses, compared to the same quarter a year ago and even the first three months of 2008. XO credited its improved financials to long-haul fiber, wholesale revenue and sales of business services.
